Overview

The training day will cover basis of the EU Skills Competence Management System (CMS) (https://euskills.co.uk/schemes/competence-management-system/), benefits to the operator and the regulator, how the system works, setting up the Competence Management System and example training framework.

Qualifications required by waste activity managers
Holders of an environmental permit for a waste operation, or certain installations, need to demonstrate technical competence for their waste activity.  As such they need to join and comply with the requirements of one of these UK government approved schemes:

  1. the scheme run jointly by the Chartered Institution of Wastes Management (CIWM) and Waste Management Industry Training and Advisory Board (WAMITAB) – an individual qualification, or
  2. the scheme run jointly by Energy & Utility sector Skills Council (EU Skills) and the Environmental Services Association (ESA) – certified competence of the company as a whole.

The EU Skills CMS is based on the principles a Management System, similar to ISO14001, ISO9001 etc. It is audited and certificated by UKAS accredited certification bodies.

The CMS is approved in England by the Department for Environment, Food & Rural Affairs (Defra) and the Environment Agency, in Wales by the Welsh Government and Natural Resources Wales, in Northern Ireland by Department of Agriculture, Environment and Rural Affairs (DAERA) and in Scotland by the Scottish Environment Protection Agency (SEPA).

  • Increases Awareness – All staff involved in the operation have the skills and training required by the permit, and this extends to contractors and visitors.
